Soft-Spoken, Hard to Forget
I'm centering everything on the sapphire itself, in a quiet, understated setting that lets the light do the talking rather than an elaborate mount. Libras have an instinct for balance and beauty, so this kind of restraint is a language she'll recognise the moment she sees it.
A few colour directions to consider. I'll be sourcing within these tones:
Three references: A and B are from the Australian brand @kavalri, in two quite different directions, and C is a ready-made piece you found on your own.
This plan is costed along the lines of Reference A. If you're drawn to Reference B's full halo instead, I'll adjust the specification and price to match. A few comparable pieces below, for context.
Aria is here as another oval-cut reference, in the same cluster style as Reference C. Chorus, Rosalie, and Snowdrift are sold as settings only, without a center stone, so they compare directly with the ‘Metal + Setting + Craftsmanship’ line:

Colours are sampled straight from the photos. Most of these sit above 2ct and cost a bit more than my estimate, so treat them as colour reference only. This is where sourcing pays off: I can usually find the same quality for a better price than these listings.
Two more from Nolan & Vada, leaning toward a truer royal blue, in pear and round cuts:
These run darker and truer blue, and cost a little less than the purple-blue tones at the same carat weight, though still above this plan's AUD 2,200–2,800 budget. Same story here: with the right sourcing, I can match this quality at a price that fits your budget.
Since Rachel mentioned leaning toward the purplish-blue tone, that's the direction I'll focus sourcing in, closer to the Purple Blue stones above rather than the cornflower or truer-blue options.

Delivery Timeline
Stone sourcing is locked in for Sep 14–20 in Hong Kong, the one date on this whole timeline that can't move. At this pace, I'm looking at delivery around early October. The filled dot below marks where things stand today.
